The Development Strategies of Bayannur City in the “11th five-year” Plan:

   With a standpoint of insisting on scientific development within the “11th five-year” plan as its premise, the development strategies of “going on accelerating one transformation, making sure three further positions and focusing on six important strategies ” had been put forward on the fifth session of the first whole committee of the municipal Party committee.

   Ⅰ、Accelerating one transformation

   That is the transformation from the agriculture-based economy to the industry-based economy. The developing speed of industry will keep increasing 40%. With the full development of three main industries, the proportion of agriculture will be reduced below 15% and the proportion of industry will be increased above 45% at the end of “11th five-year” plan.Driving forward the industrialization to help with urbanization so that the process of the transformation from traditional agricultural society to modern industrial society.
   
   Ⅱ、Making sure three further positions.

   Making sure the further position of developing goals. On the aspect of economy development: In the year of 2010, on the base of optimizing the structures, increasing the benefits and reducing the consumptions, GDP increases about 20% per year and the per capital GDP surpasses 3,000 dollars to attain 30,000 yuan; the financial revenue increases about 30% per year, and the per capital pure income of farmers and herdsmen increases 2 times than that before. To construct four systems: a technical support system with technique innovation and service; a national education system with the basic popularization of senior high school education and vocational education; a public sanitation and medical treatment system with wide coverage and perfect functions; a social insurance system which is adapt to the development of economy. To achieve four obvious improvements: Using the main methods of widening employment and increasing income, the earnings of people in towns will be increased remarkably; with the main carriers of accelerating the construction of cultural establishment and holding rich and colorful cultural activities, the quality of people’s cultural life will be improved obviously; with the main contents of strengthening of thought and morality, democracy and legal system and the training of science, technology and culture, the integrative quality of people will be improved obviously; with the main sighs of the meliorations of ecological environment, inhabited environment and public order, the degree of social civilization will be heightened. Try to build Bayannur into a rich, civilized, ecological, and harmonious city completely.
   Making sure the further position of region functions. According to the development situation of our city in the following period of time, region functions of building two bases which has been put out forward at the Party congress will be changed into building three bases and one hub. They are: a processing industry base of green agriculture and livestock products, a production base of nonferrous metal, an important base which is open to the north and an important hub for the communication between the North China and the northwest.
   Making sure the further position of industries. Depending on its resource advantages and industry foundations, Bayannur will try its best to develop four major industries such as processing industry of agricultural and livestock products, metallurgical and mineral industries, chemical industry and electric power industry.

   Ⅲ、Focusing on six important strategies.

  First, developing and distinguishing industries to propel the process of industrialization. Second, insisting on the integrative development of urban and rural areas to strengthen the construction of new socialist countryside and new pasture region. Third, focusing on the constructions of cities and towns and the development of county economy, and quickening the urbanization. Fourth, strengthening the construction of infrastructure and ecology and enhancing the protection ability for resources and environment. Fifth, insisting on the reform and opening and innovation of science and technology to provide the constant motivities for development. Sixth, developing social public undertakings and constructing a harmonious society.
